adopted a second redfoot.....behavior question?

So i adopted a (10 year old)....either not 10 or super small.....so after quarantine i finally let the new one meet my 2.5 year old Goji.....well the new tort seems fine, still very unsure and nervous.. but goji seems to follow and do a neck jerk at the new one.... up and down and left to right..... seems odd. he has yet to ram him or anything.... but i dont want to worry about them fighting if i have the outside together and i leave them..... is this just because he is new?

Yes ....Males or New additions will "play out" a role of investigating , intimidation or just letting them know who's boss. ( like a dude's Macho thing )
Do you have bottom pics of your torts?

It might serve you well to re-arrange the enclosure. It may reduce Goji's territoriality if s/he thinks they are in a new place.
