Are basking temps 100°f (37.78°c) - 105°f (40.5°c) too hot for a 9 month sulcata?

Basking spot directly under heat source reaches temperatures in the subject line. Ambient temps during day range from 80°f to 90°f.

Yes that's fine. Tortoises will generally move elsewhere when they've had enough amount of overhead heat. The basking bulb is there, mimicking the sun, to allow the tortoise to re-up on loss heat throughout the day. It's not something they'll spend the majority of their time inside the basking spot unless the enclosure's ambient temperature levels are too low.
