At what age do Russians stop growing?

I got my Russian tortoise back in 2011 and I measured his shell, and it was 4 inches long.

When I got him, he was very sick. He had worms, and the vet I took him to overdosed him with antiprotozoans and nearly killed all his gut microbes. So I had to feed him probiotics for months. After 2 years he finally reached a healthy weight, and recently I noticed growth lines and he felt heavier.

Measured him and he's 4 and a half inches now!

Would this give me a clue as to how old he is?

I think technically, tortoises never really quit growing. As long as they have good food and are healthy they should keep growing, I think it just gets slower as they get older. But there really is no way to tell age at all. My tortoise has grown an inch in four years.
