It looks like his enclosure really isn't an "enclosure" but rather just a space on the floor of your house?? In the meantime, while you're getting his new space set up, soak him daily in warm water for about a half hour. The soaking should make his eyes open. He needs to be in a humid environment, and those alfalfa pellets aren't the way to provide that. When you wet them they mold. The substrate I like to use for babies is small particle fir bark. You can buy it at places like Chewy.com under the name Repti Bark. Then you wet the substrate. What is that food you're offering? Baby tortoises do well when you offer them chopped greens. The care sheet tells you what kinds to offer.

What are you using for night heat? They should be kept in an enclosure that is never below 80. Basking area needs to be 95-100 and humidity at 80% this all at tort level. Do not use light for night heat, needs to be dark. A ceramic heat emitter or radiant heat panel is used at night.

We need more info if we are yo offer you helpful suggestions.

What substrate are you using now?
What bulbs are you using for heat and light? What type of UV bulb?
What are you using for night heat?
Are you soaking daily?
What are your temperatures? Warm side, cooler side, basking area under the bulb, and overnight low?
Where did you get the baby and do you know how it was started after hatching?
