is it safe to put my leopard baby tortoise (7cm) outside during the day? if not the whole day, then how many hours?. Oh, and I make sure its predator-proof when he's outside

1 or 2 hrs a day would be fine in a safe enclosure with access to shade

My general rule is one hour of access to sun per inch of tortoise. 1 inch = 2.5 cm. Too much time outside isn't good for babies regardless of climate or weather.

Be sure that the baby has plenty of shade, plants to hide under, and watch the temperature closely. They can over heat and die very quickly.
