Beak is getting overgrown but he wont help himself?

Hi, my tort is 2yrs and his/her (who knows?!) beak has been getting over grown, I noticed straight away and popped a cuttlebone in with him but he doesnt touch it, he already has his food off a slate tile and has a calcium block in there too(he climbs on it but never has tried to chop it)...but its continuing to grow and I'm not sure what else to try.. any ideas?

I'm trying to avoid filing or having to go to the vets for a trim but if it gets any bigger I wont have a choice..
