Best substrate to use in Ontario Canada

Hi there, I have two Greek tortoises and wondering what’s the best substrate to use that is available in Ontario Canada. ( I couldn’t find sterilized topsoil) so I’m currently using wood chips but it’s time to change it.

Any thoughts please? Thank you!

Any where in the world, a thick layer of hand packed coco coir is best for babies, switching to fine grade orchid bark once they get to 3-4 inches.

Soil should never be used. Bought-in-a-bag sol is made from composted yard waste. There is no way to know what is in it. Could be something toxic. They don't make it for small animals to live on.

Tortoises should never be kept in pairs.
