There currently ( 11/15/2017 ) is an ad for 3 / 2017 hatched Bolivian redfoot tortoise hatchlings for sale. The reason they are rare is because there are few ( 1 actively ) that are breeding the TRUE Bolivian locale - not because they are banned.
They ARE unique in several ways - the main being that they grow to be the largest-overall .carbonaria sub-species on the planet! ( some may claim to have seen a 'record-sized' elsewhere - but that is an extreme/exception of one probably 100 years old )
This one here is their "daddy" - ( directly from my friend the breeder ) shown next to his size 12 foot - who was an adult in 1982 -
