Do you have a grass area where your sulcata can graze?
Please don't feed any fruit.
Are you able to buy dandelion seeds online?
Is there any where you can buy pasture seed? Like what they use for livestock.
Can you buy items on the internet? You probably have already been asked these questions. Sorry if I am asking the questions again.

I have grass in my garden but my gardener sprays pesticides on it regularly so i am not willing ti take the risk i bought dandelion seeds like 1 month ago but it never grew even tho i planted it and the pasture seeds like corn wheat etc are available but they catch mold whenever i plant them so i avoid it but corn plants or whatever they are called is available as well as jantar idk what it's called in English and Egyptian clover and alfa alfa are also available at feed stores cuz livestock is a big part of our life in pak so things related to livestock are usually available easily and yes i can buy items online from daraz but not amazon etc

This soil looks good for plants but not for the tortoise. Potted plants are easier to use in the enclosure (less problems with replacing them, watering, fertilizing and such) - so you can just fill small pots with this soil and bury them in substrate.

The thing is potted plants take up alot of space the smallest pots i could find were like 6-8 inches so i didn't get it

Usually garden/flower shops have small plastic pots for starting seedlings, or you can get cheap plastic cups/glasses, plastic packaging from dairy products (e.g. yoghurts). It doesn't have to be a clay pot. Sometimes ice cream is sold in decent sized plastic containers.

Can i put the pot in such a way that its inside the substrate and its top rim is level with the substrate?
Yes, you can. I would make it 1-2cm above the substrate - less chances, that tortoise will stomp the plant and substrate won't mix with soil when watering. Yet it is still "climbable" height if tortoise will decide to go through.

Lizards won't do any harm to tortoises (at least not those I'm aware of). Many small lizards feed on ants, flies and bugs so they help you with "pest control".
