Any potting soil made to grow human food can be used for tortoise food. Topsoil would not be my choice as it is mostly a lot of sand and it's almost nutrient free.

Where exactly did you get this idea?

Don't use fertilized soil in your tortoise enclosure. Just to grow food outside of it for your tortoises.
Inside an enclosure I also don't use top soil for the same reason...Too much sand. I use either gardening soil. (PURE) or compost or both, mixed. The places in my outdoor pens where I am growing plants I have compost and cow manure.

What part of the statement?

Top soil being mostly sand or lacking in nutrients. Neither is necessarily true. Top soil can be sandy; which is probably the case more for you in Florida.

It is the case here in Florida. Sandy and very alkaline.
You may very well be correct about it not being so in other locations.
