Do the carapace and plastron of a tortoise have the same length?If not,which is usually longer,the carapace or the plastron?

Not normally but each individuals "design" will vary. The carapace on most tortoises should be longer which is also where acurate measurements are taken from. Front to back of the carapace in a straight line measurement (not over the dome). The standard term used is "Straight Carapace Length" or SCL.
