I currently am looking to raise the temps on my cool side from 80 to 85ish. I have a 75 watt blue light on that side.... If i change it to a 75 watt CHE do you think I'll be able to achieve the temperature I want?

Yes it will just adjust the hight . The lower it is the hotter it will be . I have 100 watt che 10 inches from the substrate . Keeps my basking temperature at 95 degrees .

Thats the problem.... its hard to explain why but I cannot lower the fixture, just add a different kind of bulb. Do u think it will help to increase the temp a little? Thanks for your help.

It should increase it some . Can you post pictures of the enclosure? Here is a picture of my tank . Its made from acrylic . I drilled 1/4 inch holes installed a metal rod and hung my lights off of them .

The only way to know is to try it and measure the temperature. In theory it should work, but you might need to go up to a 100 watt.
