Chinese water dragon MBD?

Hi everyone, my boyfriend has a Chinese water dragon and has had him for many years. He's about 3 or 4 I believe. Recently, he stopped eating and has lost a lot of weight, we adjusted his temperatures and he began eating again, though he is still skinny. He has had an under bite ever since my boyfriend had him, but recently he began to fold his back legs under him awkwardly. Also, his nostrils look like they have been covered by dead skin and or a scab, could this be because of his under bite and he berates through his mouth? I'm not sure that he was given uv properly throughout his whole life, which is why I'm worried. He now has a reptisun fluorescent lamp providing uv. Is this sufficient or no?
