Coco Fiber and Coir bothers RT?

so today I wanted to switch up his coco coir and wood chips to something softer. So I kept the coir and added some fiber. But when he woke up for breakfast, he was having some sort of seizure because it was in his eyes. The fiber pretty moist but he coir is dry. They're mixed. Is this ok? Also I think he ate some of it, but I think it will be ok in his digestive system. He's acting normal. Here's a pic of his tank.

Coir needs to be kept damp. Use a thick layer and hand pack it.

What is in that deep dome hood? A coil type bulb? That might also be a source of eye irritation.
Not related to your question, but your tortoise needs a much larger enclosure.
