Do females lay eggs

I've heard from different people that female Russian torts lay eggs even if not fertilized but I'm not sure can people help.

How can I stop them from getting egg bound and what age do they start?
I am unsure of how to keep a tortoise from becoming egg bound @Tom would probably know.
Tortoises become sexually mature when they reach a certain size instead of age. I noticed my females start laying when they are atleast 6 inches long. Some traits I’ve seen on mature female Russians are, curved back nails, a larger gap in there shell where their tail is, and a broader head.
