Do I need to own CBW in Wisconsin to own radiated tortoise?

You would have to find a breeder in Wisconsin. You need a permit if buying out of state ( which i believe they are not giving out anymore) i could be wrong
the only applicable way now is probably move to CA or FL then move back. 
They won't give the CBW license to any "civilians" anymore. They only give them to "legitimate AZA facilities" now. This is completely counterproductive to saving the species.
You do not need a CBW to possess them. Without the CBW license, they cannot be bought or sold across state lines. They can be given away for free, sent on breeding loans, and you can move from one state to another with your own tortoises, but you cannot buy them from out of state any more. I don't know of anyone breeding them in WI.
Sorry. Your government says you can't have one anymore.
