Does this look like new growth?

Hi, I recently adopted a Russian Tortoise (age unknown, approx 4"). I was just browsing the Internet with my little guy next to me, when I came across a discussion about new growth lines between the scutes on Russian Tortoises. I'm afraid I may be overfeeding him. I usually give him a spring mix with the occasional romaine lettuce mixed in, as well as a diet of dandelions and other weeds found in my yard. I'm also in the process of growing radishes, and oregano for him in his terrarium. i try to make sure be only eats for 20 min a day, but sometimes he's picky and will only eat a few leaves before he wanders off to look around. So sometimes it's hard to monitor. His terrarium is at 60 percent humidity. With the warm side being around 85 and the cool side being in the low seventies. He has a mixture of cypress mulch and playsand, which I keep moist to prevent irritation. And half of his terrarium has grass growing in it (but he never eats it). I always make sure to sprinkle his food with calcium + d3 powder, and once a week he gets multivitamins. Does his growth look okay, or does it look like he's growing too fast? I've only had him a month and am going to get him a scale as soon as I get paid.

Okay so I read some things about shell rot online, and one source said that when it looks like the scutes are lifting up, that's a form of shell rot. I've included some pictures of my tortoise, and maybe I'm just paranoid, but I haven't had him for very long and want to make sure I do everything in my power to make sure he's being well taken care of. I've never worried about over feeding. I feed my Russian a few times a day and the serving size would be a little more than the size of the shell. The white is new growth.
