Plastic tub, 100x60cm
Coco coir substrate
Second layer made of ...... Some kind of wood (ideas please)
UVA and UVB in opposite corner to second layer
Tile underneath heating, which tort can bask on
Rocks, plants...
Two large feeding bowls

Does that sound like a good enclosure? Am I missing something?

The size sounds reasonable to me. When you say underneath heating with the tile, do you mean the heat source is coming from the tile? If so, tortoises prefer getting heat from above. You can do this easily with an incandescent bulb.

That looks too crowded to me. He'd have to go through the food to get to the water. The stairs will be much too steep with that short of a ramp. Finally, I think the whole thing is too small.

Here is a care sheet I made for Russians:

The tile is there to act like a rock under the UVB and UVA as it gets hot.

Hi I know your trying your best . I think for a temporary home it should be ok since your russian is 1 . Just may want to think about getting a bulb that does uva and uvb at same time as heat tile may not heat rest of home . A basking light is needed
