Dry skin no matter what - possible fungal?

Hi! My red foot Tortilla always has dry skin on his head no matter how much I soak him and how good the humidity is. Someone suggested it actually could be a fungal situation. What do y'all think? Fungal or dryness? What do I do either way? Here's his picture.

No, I doubt it's fungal. That's usually caused by moisture.

You can try dipping a Q-tip into cold pressed coconut oil and rubbing it on the dry parts. Allow it to soak in for a few minutes then rub it off with an absorbent cloth.
