Dry skin on baby Sulcata

My 7 1/2 month Sulcata has very dry skin above her eyes and on her head. She gets 30 min soaks and I wet her whole substrate (cypress mulch and spaghnum moss) every day. Her skin looks so dry.
We have a MVB light that she stays under all day (it's on about 12 hours). It's about 14 inches above her. She never gets in her hideout. She always wants to be under the lamp or CHE bulb.
The tanks overall heat is 90 and I cannot get the humidity above 60% no matter what I do. The top of our glass terrarium is covered with tin foil until we build a top.

Do I need a fogger?

Something is not adding up. They don't normally sit under their bulb all day if ambient is warm enough.

Where is the thermometer telling you that all over ambient is 90? What type of thermometer? What size tank? Can we see a pic of the enclosure?

Fighting humidity and heat with an open top, or a top partially covered top is futile. Buy or build a closed chamber and these troubles will become a memory.

She will hang out under the CHE too. She just never hides or gets in her hideout.

The tank is 18 inches high, 13 wide, 4 feet long. Hubby is going to build a plexiglass top.

I have the thermometer/humidity gauge in the middle of the tank and it says 90 there. The cool side is probably 80, under MVB probably 100, but my spot checker hasn't came in yet.
I'll get a pic in the AM.

I just checked the temps with a digital acurite. No light on all night, only CHE on high. It's 77 degrees in tank, 56 humidity.
