Eye Infection?

Are these called ( RHEUM ) morning glory or eye infection ?
Should I start medicating him with terramycin ?

The Terramycin opthalmic ointment is really a wonder drug, and wouldn't harm your tortoise's eyes. However, I don't see anything unusual in your picture. The nictitating membrane seems to be SLIGHTLY swollen, but this can be from any number of reasons, mainly too dry conditions.

I would moisten the substrate some as I think the nictitating membrane is very slightly swollen like Yvonne does. You can't go wrong with Terramycin ointment, use it if you want, it won't hurt anything.
