Final questions? (about new Hermann's)

I still have some unanswered questions for when my new Tortoise gets here.
I will be getting a 4 week old Hermann's tortoise.
I live in Indiana, US.

Questions:

1) With a ceramic heat bulb, Is it best to leave it on 24/7?

2) The hot spot should be 90-100 degrees, correct?

3) How many hours a day should a tortoise be outside at minimal?

4) What are the best sources of fiber?

5) How much and how often should I supplement?

6) Would it be okay to put a flat rock under the hot spot?

7) I'm seeing different things about carrots. So are they a good staple?

2) The hot spot should be 90-100 degrees, correct? (Yes-95+ best)

3) How many hours a day should a tortoise be outside at minimal? (At that age, 30-60 minutes is good. Be sure to provide shade. As s/he gets larger extend the time)

4) What are the best sources of fiber?(not sure)

5) How much and how often should I supplement?(no more then 2x a week)

6) Would it be okay to put a flat rock under the hot spot?(yes, lots do. Be sure it doesn't get to hot to use)

7) I'm seeing different things about carrots. So are they a good staple? (Not sure, my answer no as staple)
