Flies in outdoor enclosure

Flies seem to love the outdoor enclosures for my CDTs, especially the areas around their food and water dishes. Is there anything I can do? The tortoises don't seem to mind, but I find them pretty gross.

You have to keep rotting, left-over food picked up and make sure to keep the under-sides of the tortoises clean. Sometimes poop gets stuck around the shells by their tail. Don't give the flies anything to be interested in.
