Good amount of food

If he eats it all then more should be given. They graze a big part of the day. They should be fed enough that there is a little left over.

If he finishes it, you need more. There should be enough so that he can graze on it all day, and at the end of the day, there’s a little bit left.
What substrate are you using?

I've had my Tort for 5 months and he only takes breaks from eating to sleep!

I mix top soil and sand 50/50

It seems you need a change of substrate. Not only is sand an impaction risk, but it is also a skin, eye, nose, and ear irritant.
The problem with top soil is that it gets muddy when wet, and you can’t be sure of the composition.
Please change it to coco coir, fine grade orchid bark(personal favorite), peat moss, or fine grade cypress mulch :)

Isn't that just as much of a risk for impact. I've put him in with stuff like that before and he just went to eat it all the time. Ill try it in his outdoor run
