I'm trying to get my baby Leos not to be so head shy. Do I just keep trying to pet them and hopefully they will get the point I'm nit trying to hurt them.

Just give him time to get used to you. I got my Russian in April and she is barely starting to let me pet her head. Just be patent, it can be a very slow process.

It takes time. The more you interact with them and get them used to your presence and touching them, the less shy they will likely become. Some will always remain shy though.
