Help newbie alert! (leg scales)

I have a 7 year old Horsefield tortoise that was given to me about a month ago ! i’m growing special weeds and making sure his diet is correct and bathe it regularly ... he lives outside and is put into his hutch at night for safety .. But recently i’ve noticed him loosing scales on his front legs ! i’ve attaches a picture ... is this normal ? i’m very worried .. should i have exotic pet insurance too? thank you !

It looks like something has been chewing on him. His shell looks a bit chewed on too. Rats?
