Help on Tortoise breed/species

Can anyone help me decide what breed of tortoise he* is? And if so what type enclosure or home would be suitable for him inside the house?

You'll need a very large enclosure to house one that size indoors full time. And you'll need to do some research into what type of UV bulbs will suit your situation best.

I live in UAE, we found him some time ago near an open construction ready plot and thought we'd give him a home in our balcony. We have shifted apartments now and there's no balcony in this apartment for him to run around in. Given that we have a fair amount of space for his enclosure, how big should it be? Being above the minimum and quite below the maximum? Thanks for the help.
