HELP (red bump on neck)

I noticed today when I came home my baby leopard tortoise was sleeping with his head sticking out of his shell and had a strange red cyst looking bump on his neck? I'm 100% unsure what could have caused this? If you have any info that could help, please let me know!

It sort of looks like a little blister...water-filled sac??? You can do two things: Wait and see what happens, or take the tortoise to a vet well-schooled in tortoise health.

I'm of the variety of the wait-and-see type. I never rush off to the vet unless I truly have a life or death emergency.
