Herman’s tortoise unusually inactive.

We have a Hermanns tortoise that is approximately three years old. Until about two months ago it was very active and eating normally.
The tortoise lives in a vivarium and the heat and light is controlled via a UV / heat lamp is a thermostat and the temperature is generally around 30C apart from night time when the light is switched off and the temperature then may drop to around 20C but no lower.
The vivarium size is about 3 feet long x 18 inch deep x 18 inch height.
The tortoise recently over the last two months has just tried to hide under cover under a cut out tree section. It eats very little unless we take it out and seems to perk up a little if we bathe it in some warm water.
But it ultimately still goes to hide and wouldn’t come out unless we force it to.
Any advice would be welcome??

30C might be a bit warm. Try to get it around 100F directly under the light, fading down to about 75F at the ends of the enclosure. He may need a spot in there where he can cool down below 30C.
