Well, I'll give ya this: you're pretty inventive! I guess it doesn't matter what you use, as long as you get the tortoise out into the sun and he can't escape from it. 
Somebody worked pretty hard putting that together. I can't really get a perspective on the outside fencing, but it looks a little short for a Russian. They're pretty good climbers, and if he can stand on his back legs and reach the top of that little black fence, he'll scramble right over the top of it.
