Look for a feed company that sells cattle/horse feed. They will be happy for you to come pick up some 'leavings' on the ground around their hay stacks. Look for orchard grass. The stuff you buy in packages at pet stores is very old and the stems are very hard - inedible for tortoises, but ok for rabbits and other hay eating mammals.

I buy 25L bulk bags of Mazuri LS online from Tractor Supply with free shipping if you have a store near you. Takes about a week to arrive. They also carry small (16 oz) timothy cubes for $5.00 and bulk bags (40 lb) of timothy and orchard grass hay for about $17 on sale if that would work for you. If you search on orchard grass and hay they offer many different options.
