Hibernation in doors

I am very worried about my Russian tortoise who is possibly trying to hibernate. I only got him in June 2016 and am very worried he should not be hibernating because I don't know how that works. We live in Wisconsin and I keep him in the basement so it is a little cooler here. But he's inside and has a heat lamp on all day (not at night). He has stopped eating completely for about 2 weeks now and is 1/2 buried. I poke his leg every so often just to make sure he's still alive because I am very concerned. Please let me know what I can do to get him to eat again or if I should leave him alone.

My temps are 23-27°c its natural for them to stop eating if they think its winter all you need to do is increase the light and the temps
