How is this light for a tort enclosure?

Not good. It uses halogen bulbs and also compact florescent bulbs. Neither of those should be used with tortoises.

Can you use the T5 bulbs in regular old flurouscent fixtures or do you need to get the reptile fixtures? Also thank you for your response I appreciate it the thread had alot of great info!!

The T5 HO bulbs must be used in T5 HO fixtures. The easiest way is to get the "Pro T5 Kit" from Arcadia. Everything is included. If you run it for 2-4 hours mid day, it should last for years.
