*IF YOU ARE GOING TO DO THIS CONSTRUCTION WITH TORTS IN THE YARD...BE SURE TO BLOCK OFF WHERE YOU ARE WORKING...WELL, OR YOU CAN USE THEIR LITTLE FEET TO MAKE IMPRINTS IN THE NEW CONCRETE :) *

Ditto....would dig out a shallow wallow in the dirt where you want it.....add some concrete (more smooth that rough, but a little rough will allow for traction) and with your hands (with disposable gloves) gently smooth it about in the wallow that you dug out until it begins to dry and take shape....let it dry....when dry, use a hose and spray out and away an loose concrete...fill it up and put up the open for business sign.....grab a chair and a margarita and sit back and watch the show....oh, if the torts are not use to it in the beginning, you may want to plop one in the soaker and have a hose that you can gently cause a fun water commotion to attract the next wader....

You can buy a shallow pond and bury it level with the ground and put a ramp in it for them to get out.
Dig a shallow hole/pond and line it with pond liner.
Dig a shallow hole/pond and pour cement in it.
If you want to you can just scoop out any poop, wet vac it out and refill.

If pond liner is too expensive for your budget, look into buying a billboard tarp. Get some vinyl cement, and you can patch any hole. It's very sturdy material. Otherwise, cement is relatively inexpensive.
