Indoor enclosure question

I have a couple questions about a russian tortoise enclosure.

1. I'm trying to plan out an indoor enclosure for a russian tortoise. I want to build an enclosure (hopefully with the help from my dad) so I was wondering if anyone knows any designs for a two story enclosure. So there is a bottom and a top floor that the tortoise can go on. I thought that it would be fun for the tortoise.

2. If I can't find the time to make this enclosure this year, what can I get that will work as an adequate russian tortoise enclosure?

3. Is the Zoo Med Powersun a good light bulb? I heard a lot of mixed reviews about it.

4. Is coconut coir a good substrate? Should I mix it with something else? Or should I use something else?

How often is the second floor explored by your tort? I find that my Tunisian Spur Thigh just eats, runs around, relieves himself then sleeps in one area for the rest of the day.
