A neighbors dog jumped our fence and I believe it got a hold of our tortoise or possibly she got stuck somewhere at injured herself trying to get out?

It looks to be injured a gular horn and some blood on its front legs with scales missing.

Do I need to take her somewhere immediately? Will this heal on its own? Is there aanythingwe can do at home to help her since this pandemic is happening?

My mentally handicapped sister was recently forced to move somewhere that doesn't allow pets, when her group home shut down and we had to take her tortoises. We are very new at this.

Give your tort a nice warm water soak to clean the area of all dirt & debris. Pat dry, apply some antiseptic cream like neosporin. I would do that every day. Keep it clean & treated.

looks more like it got stuck on something than a dog bite (to me).

Wash, clean, treat. Look for what caused this wound.
