humid hides might work and make sure not to close the window during sunshine as uv cannot pass through glass

Humid hide
Daily soaks
Cover the top and increase humidity
Spray he she'll with plain water several times a day
Sunshine through a window provides no UV. And be careful it doesn't over heat the enclosure. (Greenhouse effect.) Artificial UV bulbs are better than nothing for a tortoise that doesn't get outside enough, but there is no substitute for REAL sunshine in a large outdoor enclosure where they can roam and graze. What sort of UV bulb are you using? The coil types can damage their eyes.

I would expect to see some condensation on the enclosure walls if the humidity was 90%. Or, it is all going out the top of the enclosure because it is not covered. Is the top covered? I can't tell from the photo. I advise you to throw away that Petco hygrometer and thermometer and get a temp gun, a thermometer with a probe, maybe one that has humdity and temp. I strongly recommend getting a thermostat also to control the ambient temps so that you don't over heat (when you cover the top).
