humid hides might work and make sure not to close the window during sunshine as uv cannot pass through glass

Your humidity in that pic appears to be under 50%. That could be part of the problem. I wouldn't let it drop below 70%.

Ok, but the uvb bulb should also provide what the sun does right?

That hygrometer doesn't work I'm using another one, getting a digital soon. I'm using very moist cypress mulch under moist eco earth. At night the humidity gauge sometimes gets to 90

Yes she is, but not terribly. Here's what you can do:
Humid hide
Daily soaks
Cover the top and increase humidity
Spray he she'll with plain water several times a day

Sunshine through a window provides no UV. And be careful it doesn't over heat the enclosure. (Greenhouse effect.) Artificial UV bulbs are better than nothing for a tortoise that doesn't get outside enough, but there is no substitute for REAL sunshine in a large outdoor enclosure where they can roam and graze. What sort of UV bulb are you using? The coil types can damage their eyes.

Would you reccomend moss for the hide?
The only reason I don't take outside is because of the low temps and cold wind I'm afraid she'll get respiratory problems. It's a zoo med 10.0 here's a pic

It looks like the new growth is coming in smooth. Your enclosure should be more humid than it appears. I would expect to see some condensation on the enclosure walls if the humidity was 90%. Or, it is all going out the top of the enclosure because it is not covered. Is the top covered? I can't tell from the photo. I advise you to throw away that Petco hygrometer and thermometer and get a temp gun, a thermometer with a probe, maybe one that has humdity and temp. I strongly recommend getting a thermostat also to control the ambient temps so that you don't over heat (when you cover the top).

the top is not covered you can only see condensation at the bottom of the tank, at first the eco earth was so humid that it kind of looked muddy so I put another layer that was a little bit more dry than the bottom layer, yeah I'll take you're advice those petco hygrometers and temp are not that great, I'm sorry can you explain to me how would the thermostat work? Is it like one of those units that you connect to your heat pads and heat bulbs? Thanks

Yes. Get one that can control multiple heat sources. Mine controlled two ceramic heating elements, but could have controlled a heating pad and a CHE or other heat source. They will only turn off the heat source at the desired temperature and will not cool down the enclosure. If the enclosure temperature continues to rise due to a greenhouse effect from sitting in the sun then that is a different problem. For me it was important to have a thermostat so that the daytime temps were not too hot with a covered top enclosure and the night time temps stayed warm enough.

I don't use moss in my hides, but you can if you want to.
