I have redfoot eggs that were incubating and one didn't hatch, so I left it in there for two weeks before I opened the egg because I thought it was dead. What I thought I saw was a dead slimy shell, but the next day i saw it move. The egg is opened a little bit and the tortoise is moving around inside. All I can see is the top of his shell. Will opening the shell before he could going to affect him?

It depends... I have opened windows in eggs I thought were 'gone' to find a viable embryo. Some went on to hatch, others didn't. If you can reseal the egg with a very small dab of antibiotic ointment and some scotch tape or plastic wrap to cover the opening, that may prevent drying and infection by pathogens.

The lesson for RF eggs is let them incubate until there is no way they can possibly be good. You will know... I have had, from the same clutch, first pipping at 120 days and the last took 251 days!
