Is my tortoise going to be unwell if he doesn't get UVB for 1-3 days?

I bought a new lamp for my tort and it's shipping right now, it should be in my home from 1 to 3 days, but today I went to my tortoise enclousure (little guy, around 9 months to 1 year old, 7cm/2,75in, russian tortoise) and turned on lamps and uvb lamp started to act weirdly and smelling awful so I turned it off immediatly. Weather is awful right now, it's raining, 12 degrees C/53 degrees F, so I can't take him out in the sun, bc it isn't any. Would he be okay?
Should I supplement him differently? Give him more D3?
Sorry for any typo, English is not my first language.

I think your tort will be fine. I think I’ve read here that worst case scenario they can go two weeks without, don’t quote me though.

Your tortoise can go weeks with no UV. Months even. Use a calcium supplement with D3 two or three times a week.

It must have a basking lamp to warm up though. They don't need UV, but they do need heat.

Thank you all! I'm really lucky gal, lamp arrived today and it's already set up, thank you for advice, I was worried about him, but it was no biggie :)
