is there better to put the tortoises outside or inside

There is more sunshine outside and the tortoises are very active in the outside open air enclosure. Walking all the time until get tired. But it will be hard to keep the humidity. In the indoor enclosure, their can be more humidity. But first I don't think UVB can replace the sunshine. Secondly, they are more like to sleep in the indoor closure although the indoor enclosure is the similar size with the outdoor enclosure

Tortoises love being outside. And it's very good to get real sunshine, as you already said.

How old are your tortoises? And what species?

That's what decides inside vs outside. If they are adults, more humidity outside can be provided with sprinklers, misters, a shallow pool, a hose dripping, etc.
