Yes, it is a sulcata that has some pyramiding going on. Read Toms threads below in my post on raising a sulcata smooth. Get him set up right and he will grow in the new growth smooth.
Pyramiding is more cosmetic. However, it's the outcome of improper care. Most Tortoise species are suppose to be smooth and not pyramided. Now, we know better and can fix their environment in which we raise them and if done so, they can start to grow the new growth in the right way, smooth.
