Is this bulb dangerous for my red foot hatchling

yes and no. that bulb is not designed to be housed in a dome type fixture. They are designed to be placed in a horizontal fixture. So yes, if the bulb is placed in a dome type fixture there can be harm....if placed in the appropriate horizontal fixture then likely there will be no harm.

Yes those lights can harm your tort I know from personal experience. I would ditch it and get a tube florescent.

Not all of them can be harmful, but the problem is, when they first came out, they were harmful to baby tortoises' eyes, causing pain similar to snow-blindness. The manufacturers "fixed" the problem, but there was never a recall, so the old bulbs are still on the shelves, being sold. This all happened years ago when the bulbs first came out, and yet, we're still hearing stories about babies hiding and having stuck shut eyes. So it's just better to avoid that type bulb altogether.
