Is everything safe looking? And I'm usig a zilla UVB tube, how close is it okay for a tortoise be to it?

I think it is ok.

I don't like the UV light that close. I am not aware of any minimum distance requirement but that just looks too close for my comfort.

The tube uvb lamps need to 12/18 inches high . But other than that your enclosure looks good . How are you keeping night temperatures up . Do you have a che or is the room temperatures ok ? I don't keep Russian torts so don't know there required temperatures.

It kind of worries me as well... Do you think it will be okay? Or should I try and get it further away? It's only for that little area on the second floor.

Yes, try to elevate it at least 12". Can you put some small pieces of wood underneath it on either end to raise it up?

Lynne has a good suggestion of how to elevate it.

And @mike taylor, no worries for night heat with a Russian, unless you live in a refrigerator. (stole that comment from Tom :p)
