Pet shops don’t have the correct information for raising tortoises. Almost everything they tell you is wrong.
As for your question, I’m not really sure, to be honest. I agree with the other members mentioned. Perhaps this baby was started off dry?

Please read the care sheet that happy tort linked for you. Most of the care advice and products sold for this species is all wrong.
