FWIW I bought a similar strip, with two strips connected in the middle & with some red lights ......I tested on plants/grass and @80F & at 12", it was not enough to sustain life! They have several intensity levels but I did not utilize actual testing equipment. They were cheap so it wasn't much of a loss.

There are a few folks here with actual scientific knowledge about lights so maybe they will chime in as well?

If you're using them just for visible light. Yes. They're good for doing that. But they don't produce the uvb that tortoises need and they put out little or no UVA for plants.
What are you wanting to do?
We have lighting guru members here. Hopefully one will be along soon.
