Ok thank you. I heard you can tell because the boys have longer tails?

True, this is a major gender identifying characteristic. However at a small size you just can't teeth what is a long or short tail.
The waiting to know gender is killing me, too

[split] Clifton's shell - is this normal?

I have a leopard tort that started growth a little while ago. As you can see in the picture, the white on his shell is the new growth. :)

Hello and Welcome:). Please read Toms threads at the bottom of my post for raising a smooth, healthy leopard. The sulcata threads will apply to you leopard too.
Around two years of age is when some males have been showing themselves. However, that's if your lucky. Some don't mature into their boyhood that soon.

There's no harm in taking a guess if you want to post a picture of your tortoises plastron. But that's all that anyone would be able to do at this point is guess. Although, there are some that tend to be obvious from a very small size.

I think it looks surprisingly male for its age, but it's still so young

I'm going to say female, because my male has a deff sharp V shape and your looks a little more spread out V shape. However, still too young to really call it.
