Let him out on the floor?

My tortoise recently got checked for worms, and he got medicine for them. The vet said he wouldn't be able to hibernate this year, however. I don't want to let him outside in the cold, so would it be safe to let him run around on the house's floor for a bit each day?

No. It's best to set him up in a proper indoor enclosure.

not a good idea too many dangers. Even a clean house has lots of dangers

If you were worried about your enclosure's bulb not getting hot enough, what do you think would be the temperature for the tortoise running around on the cold floor. My vote is a big NO!

One more vote to make it unanimous. Tortoise should not be running loose on the floor of a human home. Too cool and too dangerous.

The floor is never clean and your tort could eat something harmful, GOD forbid.
