I use the powersun 100wt MVB light along with a 100wt UVB light and a ceramic heater bulb for basking. Hope that helps

You will need a light for basking. A regular house bulb in a dome fixture can do the job. Choose the wattage and/or height of the bulb to get a 95F spot at tortoise level just below the light.

Where in the world are you? If you can give your tort a few hours of outside time a week then technically you don't need artificial UV lighting indoors. Many prefer to offer this regardless to play it safe.
Long tube UV bulbs are often used. Coil and spiral UV bulbs are usually recommended against.

A MVB is a mercury vapor bulb that is a basking bulb/UV bulb in one.

A Russian will not need heat at night. Unless, your house temps drop below 65F but I doubt that.
