Pictures would be helpful. If they are just actually "long" (not curly or misshapen) put slate or flagstone in his cage and feed on there sometimes. That helps trim nails and beak.
Some tortoise species do have nails that seem a bit long, but its natural for them. Leopards and Russians come to mind. Can we see pictures of your tortoise's nails? That way we can help you better.
Tortoise nails can be trimmed just like you trim dog nails.

You can take the tips off of those with some regular dog or cat nail scissors. Have some styptic powder at the ready in case you clip too much.
We'll need to know what species and how you are housing it before we can advise you. Enclosure size, all your temperatures, lighting and heating equipment, diet, etc...
Whistling noises can be an indicator of a respiratory infection. This is most often caused by cold damp night conditions, but not always.
She has a big terrarium with uva and uvb lamp, but in this days she is mostly in the terrace in the sun and inside. The apartment has air conditioning but not in all rooms and maybe this is a problem. She eats lettuce, tomato, cucumber and I give her some vitamins and minerals, and she is also eating a cat's meat sometimes (a little bit). I don't give her meat, but she is stealing. I don't know which species is, I only know that is a forest tortoise. Humidity in her terrarium is low (we didn't sprinkle with water often), but humidity in the air is high because it is very rainy summer. She don't want to drink water, and I'm giving her a wet vegetables for years. She is about 7 years old. I live in Serbia, and there is no very good specialists in tortoise.
If she's a forest tortoise, then chances are its ok to feed her animal protein. But please post a picture of the whole tortoise so we can offer better advice.
Oh boy...the pictures with the dog look like an accident waiting to happen. So, to your first post - you can clip off the tip of those nails. If you do it in a very bright light you should be able to see the blood that runs down the middle of the nail, and don't cut into the blood. As for animal protein (dog food) - no. The Hermanni is a vegetarian, browsing on broad-leaf weeds and plants.
Agreed with everyone, you can feel your tort tomatoes all the time as its not good for them...try kale and spring greens and use some calci dust on top

I don't understand if she can't eat meet (yesterday she smelled fresh meet in the kitchen and came running) what would happen if she were in the forest and found some meet? she would ate it for sure! And she would keep eating meet every time she find it. And what? She would die? I never gave her meet, but 3 years ago she began to eat cats meet secretly and I thought that they can still eat meet. I don't know.
