Lump on my red foots neck

Hi!

i just got this buddy three days ago and I spotted a lump on his neck. I am new to owning tortoises. He is eating and acting normally. What is this? Should I bring him to a vet?

Can you feel if it's hard like something lodged in the throat or a floating bulge like a cyst?
Are you in Broward or Palm Beach counties?
Dr. KELLEHER of Broward Avian and Exotic is my go to vet.
No BS. Just help from someone that actually knows tortoises.
So many other vets are going to guess just like us....Then charge you for it.
